(Gravissimum Educationis #3)
I. Nature and Parameters of the Commission
The Commission on Christian Education (CCE) for the 1st Diocesan Pastoral Assembly of the Diocese of Legazpi deals into with the ministry of evangelization, that process in the Christian religion which seeks to spread the Gospel and the knowledge of the Gospel throughout the world, as briefly define in the Gospel according to Saint Luke, at the beginning of Jesus Christ’s public ministry. Further, the Commission is tasked to oversee the practice of relaying information about the Catholic Christian beliefs to others who do not hold this belief. The term evangelization is often used in reference to Christianity, where the scriptures often describe as spreading the Gospel.
This Commission has six parameters, each with its own scope and delimitation. These are the following:
- Biblical Apostolate;
- Catechetical Ministry;
- Catholic Schools;
- Renewal Programs;
- Culture; and
- Doctrine of the Faith.
Having surfaced the present realities that concern the ministry of evangelization, we now revisit the pastoral mandates which will serve as guide and gauge of the recommendations which have been drawn from various concerned sectors. The recommendations given will provide concrete forms to visions outlined by the Church.
In general, the Commission on Christian Education takes root from the mandates provided by the Second Vatican Council’s Dei Verbum. It also traces its Educational mandates from the documentGravissimum Educationis and from the Congregation for Catholic Education of the Holy See. The Acts and Decrees of the Second Plenary Council of the Philippines concretizes how evangelization must be done in the context of the society.
The Acts and Decrees of the First Diocesan Synod in 2000 further defines specific directions and responses concerning the ministry of evangelization. In this document, they are sorted out according to the rank of prioritization after the integration of Parish Consultation Assembly writeshop.
The following are the decrees pertinent to the Commission on Christian Education: Rank 1st is Dec. #2 Pre-sacramental catechesis for Parents & Godparents in baptism & confirmation, witnesses & sponsors to marriage, with 30 counts of endorsements; Rank 2nd are the following decrees, each having 29 counts of endorsement -- Dec #9 Catechetical Instruction precedes the celebration of the sacrament; Dec #17 Christian formation should be oriented towards maturity in faith and morality, integration of faith- life-culture, participation in integral evangelization; Dec #24 Regular Pre-sacramental catechesis for baptism, confirmation and marriage should be given and is obligatory to parents, godparents and sponsors; and Dec # 73 CEAL links with other agencies for the formation in Christian Values; Rank 3rdare the following decrees, each having 28 counts of endorsement -- Dec #6 Christian Education Commission should be strengthened and updated to address widespread religious ignorance; Dec #10 Ongoing Diocesan Formation Programs in the New Life in Christ shall be made available to all faithful; and Dec #36 Parish pre-sacramental catechesis for parents, godparents and sponsors for baptism, confirmation, first communion and marriage; Rank 4th , each having 26 counts of endorsement are the following decrees -- Dec #1 To elicit an initial faith -conversion and personal commitment to God after a long and meaningful preparation. Realities
The data below as culled from the various consultations speak of the present reality of the diocese in terms of its pastoral concern, categorized according to the parameter, following the order from the global down to the diocesan setting:
- A. Data from the Commission’s Initial Consultation
1. Biblical Apostolate
On the Global setting the Biblical Apostolate draws its mandates from the Vatican II’s publication of the Dogmatic Constitution on Divine Revelation Dei Verbum, and the recent publication of the post synodal Apostolic Exhortation Verbum Domini by Pope Benedict XVI on September 30, 2010.
On the National setting is the Episcopal Commission on Biblical Apostolate (ECBA) which envisions the Philippine church as A community of Disciples nourished by the Word, witnessing to the Gospel and striving to be a church of the poor with Mary as model. ECBA is tasked to do the mission of committing itself to a renewed integral evangelization through the implementation of the Vatican II’s Constitution on the Divine Revelation Dei Verbum and the Plenary Council of the Philippines (PCP II) vision of a Church of the Poor in our reading, studying, praying, living, sharing and celebrating the word of God, and in our promotion and animation o the Biblical Apostolate in the Philippines.
ECBA supports and fosters the work of the Catholic Biblical Federation (CBF) for biblical-pastoral ministry, “which throughout the world, collaborate with the bishops to make the Word of God available to all” (DV c. VI) as expressed in the following: 1) In the promotion of translations and widespread sponsored distribution of Sacred Scriptures; 2) In the study, understanding and use of the Bible among Catholic clergy and Christian faithful who are active in the ministry of the word, “through diligent sacred reading and careful study of the divine Scriptures the excelling knowledge of Jesus Christ” (DV 25);3) Biblically based pastoral care; and 4) For lay ministers of the Word to effectively provide the nourishment of the Scriptures for the People of God.
The Regional Setting is being nourished through the ministry of Our Lady of Penafrancia Biblical Apostolate, a service arm of the local church, under the supervision of ECBA, for the education of the faithful on the written Word of God and for the support of various institutions insofar as they celebrate the Word.
The Biblical Apostolate on the Diocesan Setting gets its mandate from the Synodal Decree No. 25 of the first Legazpi Diocesan Synod which states that “the diocesan Commission on Bible Apostolate shall provide the other Commissions with biblical component of formation and intensify, especially at the barangay level, through trained formation core-teams in parishes and vicariates. It should provide bibles at a subsidized cost or affordable price for poor families, particularly in the barangays”.
2. Catechetical Ministry
On the top of the umbrella of the Catechetical Ministry on the Global setting is the Congregation for the Evangelization of the Peoples through which the ministry operates, using the aid of theCatechism of the Catholic (CCC) as its universal text on catechesis.
Under this umbrella operates the Episcopal Commission on Catechesis and Catholic Education(ECCCE) on the National Setting, being actively at work especially with the publication of theCatechism for Filipino Catholics, published in 2000 for the Filipino Catholics. Also on the national setting, is the Association of Catechetical Centers and Colleges with Religious Education(ACCCRE) composed of more than 30 catechetical centers and institutes and more than 10 universities.
On the Regional Setting is the Bicol Catechetical Center, with its seat at the Archdiocese of Caceres, which is the Caceres Catechetical Center. The primary text for catechesis is the CFC translated into Bicol by Bishop Gilbert Garcera.
On the Diocesan Setting is the Legazpi Catechetical Ministry (LCM), at work, but without manual of norms and policies, and without its own catechetical center. LCM employs the aid of Hamodyong Newsletter and Hamodyong On Air radio program as tools for catechesis. Activities on the diocesan level include: 1) Diocesan Catechetical Day; 2) Vicariate Catechists Reunion; 3) Summer Institute of Catechesis; 4) Basic Orientation Seminar; 5) Monthly Parish In-Service Training; 6) Catechists Formation, Recollections and Pre-Send Off during Advent and Lent; 7) Special Formations by parish or cluster; 8) Pre-Sacramental Catechesis for public schools; and 8) Recollections for Grade 6 & 4th Year High School.
In 2007, there were a total of 1,112 catechists in the diocese. In 2008, there were 1,106 catechists. In 2009, there were 1,225 and in 2010, there were 1,173. An overwhelming majority of these were married females. The average age of catechists in 2007 is 54; in 2008, 53; in 2009, 52; and in 2010, 50. As of 2010, the oldest catechist is 88 years-old and the youngest is 17 years-old. Most of the catechists described their main occupation as housekeepers, laborers and self-employed.
In 2010, 35% of catechists were elementary school graduates, and 27% were high school graduates. 60% of them underwent basic catechetical training. Very few of them were trained in Catechetical Training Centers. And some have not undergone any basic training. 60% of catechists were new in the ministry.
A welcome development is a DepEd memorandum allowing public school teachers to volunteer as catechists in public schools. In response to this, a training program was designed and implemented by Mother of Life graduates in the diocese. Last school year, 43 active public school teachers from the DepEd Legazpi Division finished the 4-phase basic Orientation Seminar for Volunteer Catechists. They are now teaching this school year.
3. Catholic Schools
Global Setting. In the document Gravissimum Educationis, 1965, the Council Fathers begin their Declaration on Christian Education by first upholding the natural rights and duties of parents, with its strong emphasis on human rights and the need of a complete range of education, including higher education in new Catholic universities. In 1977, the document, The Catholic School, published by theCongregation for Catholic Education in 1977 declares: “In the later decades of the twentieth century, the identity of not a few Catholic schools had become somewhat vague in pluralist societies. Partly as a result of an attempt to ensure better academic standards or to compete with other schools, the religious content of the syllabus, even prayer and access to the sacraments, had been reduced. The decline in the number of teaching religious was a further factor leading to a secularizing trend. The Congregation for Catholic Education seeks to counter this tendency with concrete guidelines, and helps lead Catholic schools to rediscover their identity and heritage and what they can offer children and young people in new social situations.”
On the National Setting is the Catholic Educational Association of the Philippines (CEAP), the national association of Catholic Educational institutions in the Philippines, to date having 1,286 member-schools. CEAP is a voluntary organization which operates thru its regional offices and local educational associations located in the 16 regions of the country. CEAP represents the interests of Catholic educational institutions in national/international fora, being commission to advance and promote the teaching function of the Catholic Church. It promotes religious instruction as an essential element of Catholic education. CEAP envisions the Philippine church as a world transformed, and renewed by people educated in the principles of communion and service as taught and lived by Our Lord Jesus Christ and shaped by the missionary mandate of the Catholic Church.
On the Regional Setting is the Bicol Association of Catholic Schools (BACS), an arm in the service of the Church and Society with special concern for the poor and the young and responding to the signs of the times, promoting dynamic mutual collaboration in holistic human development thru evangelization, humanistic formation and professional training leading to personal liberation, the promotion of Bikol and Filipino values, and social transformation towards the Kingdom of God thru Ina.
Among the BACS missions are the following: 1) To providing holistic education rooted in the Gospel and Bikol culture; 2) To empower all sectors of our schools to become a leaven of hope in our local communities and the world besieged by poverty, ecological degradation, and the ill effects of globalization; 3) To fostering academic excellence that proclaims and inculturates the faith, and promotes justice and peace.
On the Diocesan Setting is the Catholic Educational Association of the Philippines (CEAL), created in Legazpi City on September 11, 1965 when BACS decided to branch out into the diocese. While many expressed pessimism over the move, some felt that BACS had grown too big and unwieldy. Thus, the CEAL came into existence with the following mission: 1) To establish close mutual collaboration and undertake pooling of resources whenever possible among member institutions for the promotion and improvement of education in the Diocese of Legazpi; 2) To encourage, initiate and carry out such activities as will best promote the aims and objectives of Catholic Education, the spirit of true scholarship, academic leadership and Christian brotherhood among member schools; 3) To initiate and maintain a continuing fruitful dialogue among member schools and other institutions for more effective development. CEAL was organized to promote mutual collaboration among the Catholic Schools in the Diocese to foster excellence, leadership and solidarity among the students, faculty, staff and administrators, and to render service to the larger community.
4. Renewal Programs
Catechesis for Adults must be the principal form of catechesis, being the ones ho have the greatest responsibility and the capacity to live the Christian message in its fully developed form. Adults must first and foremost be witnesses to the world that they govern and where the young live. Catechesis is gravely insufficient if it is stopped in the adolescent years.
In light of this wisdom, below are some of the on going Renewal Programs in the diocese of Legazpi, each with its manual and statutes and governing body from the global down to the national setting: ) Parish Renewal Experience; 2) Neo-Catechumenal Way; 3) Brotherhood of Christian Businessmen and Professionals; 4) New Evangelization Pastorale; 5) Curcillo Movement; 6) Couples for Christ.
Catechesis is not limited to liturgy and homilies alone, but through a systematic effort to grow in understanding of the entire deposit of faith. Each of these Renewal Programs has its own regular meetings, periods of instructions, study and discussion sessions, prayer sessions retreats, and celebration of the sacraments. Please refer to appendix 1 for the education component of these renewal programs.
5. Culture
On the Global Setting is the Pontifical Council for the Culture which dates back to the time of theSecond Vatican Council. A whole section of that Council’s Pastoral Constitution on the Church – Gaudium et Spes – emphasises the fundamental importance of culture for the full development of the human person, the many ways in which salvation and culture are linked, and the mutual enrichment of the Church and cultures throughout the history of civilizations (Gaudium et Spes, 53-62).
On the National Setting is the Episcopal Commission on Culture which is the newest body of theCatholic Bishops’ Conference of the Philippines (CBCP), created only in July of 1994, with Bishop Honesto Pacana, S.J. as its first Chairman. Among the Commission’s missions are: 1) To work toward a meeting point between the Saving Message of the Gospel and the culture of out time; 2) To undertake dialogues between faith and cultures; 3) To search for initiatives of the various institutions of the Church in this area, and disseminate directives from the Pontifical Council for Culture in Rome; 4) To study the area of unbelief and religious indifference, and organize study congresses along this area; 5) To establish dialogue with those who do not believe in God, or profess no religion, and 6) To maintain two sections always: one on Faith and Culture and one on Dialogue with Culture.
The Commission also looks after the preservation of the Church's cultural heritage, and networking with individuals and groups concerned with churches and church museums. The Commission hopes to contribute its share in the preservation of the country's rich Christian heritage.
On the Regional Setting, there is no existing office, program, activities, but there is one existing institution, the Ateneo de Naga University’s Ateneo Social Reseach Center which undertakes studies on concrete human life situations in Bicol especially of the marginalized, articulates learnings and insights without compromising the truth, and links them with the broader policy issues in a globalizing world.
On the Diocesan Setting, there is no existing office, programs, and activities, but has existing institutions like the Social Action Center of the Diocese of Legazpi, the Diocesan Museum of Legazpi and the Cultural Exchange Program of the Aquinas University of Legazpi which provides an opportunity for students of partner schools to experience the local community and discover Bicolano hospitality.
B. Data from Pre-Consultation Questionnaire
In general, the response rate of the parishes for the pre-consultation questionnaire is insufficient to form a diocesan profile on Christian Education.
39 parishes reported that they have a parish catechetical program, 36 of which were described as implemented.
From 34 parishes who reported their number of catechists, the number of catechists in the diocese is summed up at 1,270; of these 878 are described as active, and 97 as inactive.
From the 28 parishes who reported the number of schools (from pre-schools to colleges and vocational schools) in their territories, the number of schools in the diocese is summed up at 2,732.
From the 35 parishes who reported the number of schools (from pre-schools to colleges and vocational schools) in their territories with catechism classes, the number is summed up at 486.
From the 26 parishes who reported the number of students enrolled in catechism classes in their parishes, the number of students is summed up at 144,440
From the 32 parishes who responded, 19 said they have a Biblical Apostolate in their parish, 16 of these parishes described their Parish Biblical Apostolate as active.
From the 37 parishes who responded, 24 said they have a PREX program in their parishes. From these, there were a total reported number of 26,763 PREX participants.
From the 30 parishes who responded, 13 said they have a NEP program in their parishes. From these, there were a total reported number of 19,892 NEP participants.
C. Data from Parish Consultation Assembly Writeshops
Below is the diocesan profile of the commission as culled from the collated parish profiles. There were 601 respondents out of the 43 parishes that participated in the consultations. The responses reveal the following data:
On the Biblical Apostolate, 147 claimed they were: “Naliwanagan asin naaraman an mga manungod sa Tataramon kan Diyos”; 52 respondents said: “Mas napakusog an pagtubod, asin mas naparani sa Diyos”; 46 respondents said they became agents of the Biblical Apostolate through their “Paghiras kan Tataramon kan Kagurangnan”; 35 respondents claimed: “Nakaukod kun pano maisabuhay an banal na Tataramon”; and for 24 respondents Biblical Apostolate: “Nagtatao nin adal.”

Within the sphere of the Catholic Schools, 128 respondents said, referring to Catholic Education:“Nagtutukdo nin Kristyanong ugali, asin an dulot kaini nagigin aktibo an tawo sa mga religious activities.” 68 respondents said: “Nakakaukod an mga mga aki manungod sa bibliya.” 22 replied“Nagpapakusog nin pagtubod, nagkakaigwa nin takot sa Dios, nakakaparani sa Dios.”
On the Renewal Programs, 199 respondents claimed: “Dakul an natabangan na magbago, napukaw an nagtuturog na pagtubod, nagtalubo sa pagtubod.” 48 persons said: “Naaraman an malinig na dalan, nararayo an mga jovenes sa mga bisyo.” 37 said: “Natutukduan an mga participants sa pagigin Katolikong Kristyano”; 33 said: “Natabangan sa mga kadipisilan nin buhay asin kapuriwasan”; and 27 said: “Nagigin aktibo sa mga organisasyon, nakakahiras kan Tataramon kan Diyos.”
On the other hand, here are some aspects from the different paramenters that need very close attention:
On the Biblical Apostolate, 61 respondents said: “Kulang sa bibliya”; 47 said: “Dai organized an biblical apostolate kan parokya”; 36 said: “Kulang nin mga lay ministers, katekista, mga naglilingkod sa parokya”; 27 claimed the lack of: “Pagtao ki marhay na paagi”; 17 said: “Kulang sa pagtukdo sa mga aki manungod sa Dios”; 8 also said that some people: “Dai nagtutubod sa bibliya”; while another 8 responents said: “Aramon an mga pangangaipo kan tawo, bako sana pagbasa kan bibliya.”
The Catechetical Ministry has the following data: 140 said: “Kulang nin katekista”; 75 said: “Kulang nin mga modules asin teaching aids”; 29 respondents clamoured on the “Lack of incentives for catechists”; 25 respondents asked for more “Seminars and trainings para sa mga katekista”; another 22 respondents asked for “Catechism for youth/adults na may problema”; 21 mentioned the fact that:“Kulang ang oras na tinatao kan mga eskwelahan asin bakong magayon an schedule “; 20 respondents also mentioned the sad reality of: “Kulang ang pagkaaram kan mga nagtutukdo, asin dai naipapaliwanag ki marhay an pagtubod”; 17 respondents said: “May mga taong matagas an boot”; 11 said: “Kulang an pagreparo kan padi sa mga katekista”; while 7 said: “Kulang an pagtukdo manungod sa mga sakramento.”
